SECTION II

 

20.000       ASSISTANT CHIEFS

 

20.005       Two Assistant Chiefs are to be appointed annually. Nominees for the position of 1st or 2nd Assistant Chief shall be an Active Member, a resident of the New Hackensack Fire District, have served as a Fire Company Line Officer as a Second and First Lieutenant, and a Captain to be nominated as Second Assistant Chief also as a Second Assistant Chief to be nominated as a First Assistant Chief or has previously served as Chief in the New Hackensack Fire District and nominated by the members of the Fire Company/Department at their annual meeting.  The person acting as Secretary of such meeting shall promptly notify the Fire District Secretary in writing of such nominations.

 

The Board of Fire Commissioners at its organizational meeting in the month of January next succeeding the making of such nominations shall consider the same and shall appoint such persons to the offices to which they have been respectfully nominated, or if a nomination is not approved, the Board of Fire Commissioners shall call another meeting at which a new nomination shall be made to take the place of any nomination not approved. Any such person shall assume the duties of this office as soon as the member has been approved and shall serve until the member successor is appointed.

 

20.010       The two Assistant Chief positions will be nominated and approved as 1st and 2nd Assistant Chiefs. The duties of these positions shall be administratively divided into two categories.

 

(A) District Maintenance Chief

 

(B) District Training Chief

 

Assignment of these duties to the 1st and 2nd Assistant Chiefs is up to the total discretion of the Chief of the Department.

 

It is a recommendation of the Board of Fire Commissioners that prior to attaining the rank of Chief of the Department, 1st and 2nd Assistant Chiefs be assigned to each position to obtain the knowledge needed to properly perform each of the above (A&B) duties.

 

20.011       The District Maintenance Chief shall be charged with the responsibility for the inspection and maintenance of all equipment belonging to the fire district. He shall insure that all fire protection equipment is in good working condition including, but not limited to, coordination of annual hose test, pump test, ladder test, Scott pack tests; alarm system and extinguisher inspections, air and oxygen cylinder maintenance, apparatus and vehicle inspections; and periodic and preventive maintenance on fire apparatus.

 


20.012       The District Maintenance Chief shall also inspect and ensure that the district's siren system, radio system, fire detection system, and telephone system is in good working condition.

 

20.013       The District Maintenance Chief shall make recommendations as he deems necessary for the purchase and repair of tools and equipment necessary for the proper maintainability of the equipment.

 

20.015       The District Training Chief shall be responsible for scheduling instructors.  He shall ensure that all line officers are scheduled to instruct or assist in drills.  He shall ensure that all information regarding the drill including sign-in sheet has been properly filed.

 

20.016       The District Training Chief shall interface with the Dutchess County Training Administrator responsible for the New York State Training programs and the Dutchess County Training Center.

 

20.017       The District Training Chief shall be responsible for maintaining all the records which pertain to all firematic training activities and shall make a six (6) month and one (1) year report to the Chief of the Department.  Included in this report shall be the total number of manhours expended in training and the number and types of classes taught.

 

20.018       The District Training Chief shall make recommendations to the Chief of the Department after evaluating the performance of new active firefighters.  He shall also ensure that the firematic officers attend the required training.

 

20.020       In the absence of the Chief the highest ranking Assistant Chief shall be in charge, and be held responsible therefore in all respects, with full powers and responsibilities of the Chief during all fires, inspections, reviews, and all other occasions when the fire department is on duty or parade.

 

20.030       All chief officers must be approved drivers on all apparatus and must remain proficient in the operation of all equipment.
