30.000 COMPANY OFFICERS
30.010 There will be six (6) company officers ‑ two (2) Captains, two (2) 1st Lieutenants, and two (2) 2nd Lieutenants. Their duties shall be assigned by the Chief of the Department. Members holding these positions are elected by the membership of the fire company or, in some cases, may be appointed by the Chief of the Department under the provisions of the By‑Laws of the New Hackensack Fire Company.
30.020 The Chief of the Department shall assign the Captains to assist the Training Chief and the Maintenance Chief in the roles of Training Captain and Station Captain.
30.030 The Training Captain shall be responsible for scheduling instructors and providing outlines for the instructors for all drills. He shall ensure that all line officers are scheduled to instruct or assist in drills. He shall ensure that all information regarding the drill including sign-in sheet has been properly filed.
30.040 The Training Captain shall also coordinate New Hackensack Fire Department courses such as Essentials, EVOC, Hurst class, etc. that are taught by and for the members of the district. He shall arrange for instructors and review and make recommendations on the course content. He shall see that all information regarding the courses including sign-in sheet and certificates of completion has been properly filed. He shall provide to the Training Chief a list of members who attended the courses as they are completed. He shall provide a listing of all New Hackensack Fire Department courses hours, and attendance to the Training Chief for the Annual Report.
30.050 The Training Captain shall be directly responsible for the training room and its contents. He shall maintain an inventory of audio visual materials (films, tapes, slides, etc.), class outlines, and materials used in preparation of training sessions.
30.060 The Station Captain is directly responsible for maintaining the inventory of protective gear, pagers and plectrons and for the issuance of this equipment to the firefighters of the department per district regulations. He shall interface with the Maintenance Chief and the Career Firefighter for repairs and/or replacements of these items.
30.070 The Station Captain in coordination with the lieutenants shall be responsible for auditing the equipment issued to the firefighters on a regular basis. He shall provide a report of these audits to the Maintenance Chief.
30.080 The Station Captain shall ensure that the Lieutenants keep an up to date inventory of the equipment carried on their apparatus and that the apparatus is cleaned on a regular basis.
30.090 The Station Captain shall keep an up to date inventory of all fire tools and equipment that is stored in the fire station including that equipment that has been declared surplus.
30.100 The Station Captain is directly responsible for the appearance and cleanliness of the station itself. He shall also schedule work details to clean the apparatus for parades and other occasions where it will be on public display.
30.110 The Station Captain is responsible for the distribution of the New York State Basic Field Incident Reports (BFIR) on a regular basis. Prior to distribution the Station Captain should inspect for completion and proper numerical order. Reports shall be sent to the New York State Office of Fire Prevention and Control. The Station Captain shall ensure the reports including attendance are entered into the computer and that hard copies of the BFIR and the corresponding attendance sheet are filed on a monthly basis.
30.120 The Station Captain is responsible for ensuring that all other department activities (except those relating to training) are entered into the computer.
30.130 The Station Captain is responsible for the compilation of participation reports for emergencies, work details, parades, etc to be given to the Chief of the Department before the Board of Fire Commissioners meeting each month.
30.140 The Station Captain shall provide to the Chief before the January and July Board of Fire Commissioner meetings a list of members who are deficient in emergencies and checkouts during the past six months. He shall also compile the participation statistics for the annual report.
30.150 The 1st Lieutenants shall have line responsibilities in the squad to which they are assigned and perform as duty officer on an assigned schedule.
30.160 Each 1st Lieutenant, in addition to their specific line responsibilities at fires and other emergencies, shall be responsible along with their squads for the general appearance and good working order of an assigned apparatus.
30.170 The 2nd Lieutenants, shall have a line responsibility in the squad to which they are assigned and perform as duty officer on an assigned schedule.
30.180 Each 2nd Lieutenant, in addition to their specific responsibilities at fires and other emergencies, shall be responsible along with their squads for the general appearance and good working order of assigned apparatus.
30.190 In the absence of the Chief and Assistant Chiefs, the first Captain to arrive on the scene of a fire or emergency shall command the entire operation and in the absence of the Captains the first 1st Lieutenant or the first 2nd Lieutenant to arrive on the scene, shall take command until relieved by a higher ranking officer.
30.200 If there is no officer on the scene, the driver who operates the first engine to arrive on the scene of an alarm is in command until he transfers command to a qualified firefighter or until relieved by a line officer. His primary responsibility is for life safety for all parties.
