Rules and Regulations

 

SECTION VIII

 

80.000       GENERAL

 

80.010       No alcoholic refreshments are allowed in the Apparatus Room or Administration Building. Without prior approval by the Board of Fire Commissioners.

 

80.015       Smoking and the use of any tobacco product are prohibited inside the fire station.

 

80.020       No person or persons not a member of the Department shall ride on any apparatus unless authorized by the officer in charge.

 

80.030       All requests for public education talks, demonstrations, etc, will be referred to the Chief of the Department for approval and processing.  Members directly approached for this purpose shall suggest that the person requesting this type of service submit the request to the Chief.

 

80.040       No member of the New Hackensack Fire Department shall, while on premises owned by the Fire District, carry, possess, or display any firearms or other dangerous weapons, and no such member shall carry upon or leave upon said premises of the District any firearm or other dangerous weapon, unless on duty as a Police Officer.

 

80.050       The active membership rolls of the New Hackensack Fire Department will be limited to 75 members.  Excluded from the active count will be daytime coverage people, Life Members and Fire Police.  Active members shall be classified by the fire district as interior, exterior, driver or fire police.

 

80.051       An interior firefighter must be capable of performing all fireground functions including hose advancement, carrying and climbing ladders, and wearing SCBA.  Interior firefighters must be cleared by the fire district authorized healthcare provider for interior operations and SCBA use.  No member under the age of eighteen (18) shall be an interior firefighter.  Interior firefighters may also be drivers.

 

80.052       An exterior firefighter is an active member who has been restricted by the fire district healthcare provider from performing interior firefighting or is otherwise unable to perform interior firefighting operations.  Exterior firefighters may be further restricted from wearing SCBA.  Typical duties of the exterior firefighter include hose advancement, raising ladders, changing and filling air cylinders, water supply operations, and other support functions.  Exterior firefighters may also be drivers.

 

80.053       A firefighter in the driver category is an active member who drives fire apparatus to and operates at the scene of fires and other emergencies.  A driver must be cleared to operate fire apparatus by the fire district authorized healthcare provider.


80.054       A fire police is an active member who provides support functions on the fireground such as directing traffic, assisting with emergency evacuation, or establishing and/or securing an exclusion area.  A fire police must be cleared to perform these functions by fire district authorized healthcare provider.

 

80.060       If a volunteer is injured in the line of duty and becomes the recipient of benefits under the Volunteer Firemen's Benefit Law, he may NOT return to active duty as an active Firefighter without prior examination by the Board of Fire Commissioners.  The Board reserves the right to request a Firefighter under these circumstances to undergo a physical examination at the expense of the Fire District.

 

80.070       The flag shall be flown at half-mast upon:

 

1.         A Presidential (United States) Proclamation as confirmed by The Board and Company President. The effective dates will be as determined by the Board.

 

2.         The death of an Active Firefighter killed in the "Line of Duty" or at an emergency alarm from the time of dispatch. The effective date will be 30 days from the date of death.

 

3.         When a company member passes away the flag will be flown at half-mast until one day after the funeral.  A company member is determined by the current membership list.

 

4.         The flag may be flown at half-mast by a special determination of the Board of Fire Commissioners.

 

80.080       No maintenance or salvage work shall be performed on privately owned vehicles, or vehicles being stored on District property for training purposes.

 

80.090       An Annual Hose Test will be conducted on a yearly basis.  It is mandatory that all active Firefighters attend this function. Hose testing will be conducted in accordance with NFPA specifications.

 

80.100       Any active Firefighter who has been a member in good standing for five (5) years, and has cause to move from the boundaries of the New Hackensack Fire District, may remain an active member of the Fire Company providing his new residence is within one (1) mile of the New Hackensack Fire District boundaries.  Said Firefighter shall not hold any Firematic Office in the New Hackensack Fire District.

 

80.110       No item of clothing, insignia or like items purchased by the Fire District shall display or contain in its design the number designated by the Dutchess County Fire Coordinator for the purpose of apparatus numbering to the New Hackensack Fire District. The only exception will be vehicles (Cars, Engines, Tankers, etc.) and labels used to identify tools other equipment.  Current on date of approval of the 80.110 is the number A52@ for the identification of the staff cars and other vehicles of the New Hackensack Fire District.  Other numbers are to identify the class of vehicle such as staff car, engines, tankers, utility vehicle, etc. The basic reason is to prevent the loss of identify of this Fire District.

 

80.120       Chiefs cars may be used within Dutchess County for personal business.  They may not be taken out of the county without prior approval of the Board of Fire Commissioners unless it is for official district business.  The fuel will be furnished for the chief’s cars as budgeted.

 

80.130       Other fire apparatus including the equipment vehicle shall not leave the district without prior approval of the Board of Fire Commissioners unless it is for an alarm or for a drill with a neighboring fire department.  At no time will both tankers leave the district for a drill, one must always be in service, in district.

 

80.140       Any New Hackensack Fire Company member whose membership is terminated for failure to meet Fire District requirements shall not be permitted on Fire District property for any purpose at any time, including, but not limited to, as a guest of a New Hackensack Fire Company member.

 

 

80.141       Any New Hackensack Fire Company member who has been a member for less than one (1) year shall not have more than one (1) guest on Fire District property at any one time.  While such a guest is on Fire District property, the Company Member who has been a member for less than one (1) year shall ensure that at least one (1) Fire Company member who has been a member for more than fire (5) years:

                                    (a)  shall be present while such guest is on Fire District property;

                                    (b)  consents to such guest being on Fire District property; and

                                    (c)  accepts responsibility for the actions of such guest.

 

80.142       Any New Hackensack Fire Company member who is less than twenty-one (21) years of age shall not be permitted to have any guests present on Fire District property for any reason if such member is not in good standing as determined by the District Fire Chief or the Board of Fire Commissioners.  The District Fire Chief, in his/her sole discretion, may waive this rule for specific circumstances.
